Measure HLA’s supporters want you to believe that they are scrappy grassroots activists dedicated to traffic safety.

Nonsense. Measure HLA is backed by a New York-based hedge fund manager and deep pocketed real estate investors. Their campaign manager is a professional radical activist from Oakland. These are the same people behind the movement to demolish the 90 freeway on the Westside.

Why are these people spending some $2 million to try to fool us here in L.A.?

We don’t know about you, but we don’t think real “grassroots” activists get paid. And we also don’t know where any real “grassroots” organization comes up with $1.3 MILLION DOLLARS to spend on slick advertising to fool you into voting the way they want you to!

The City’s Own Environmental Impact Report (EIR) for Los Angeles Mobility Plan 2035 proveS HLA wilL make traffic worse!

  • Emergency vehicles may also be significantly impacted due to the project’s location in a congested area of Los Angeles. Since the proposed project could contribute to increased delay for drivers…and include design elements that impede emergency access, the proposed project would have a potentially significant impact…related to inadequate emergency vehicle access.

  • Mobility Plan 2035 imposes “unavoidable significant adverse impacts” on traffic. Over 1/3 of intersections in L.A. would gridlock during rush hour, twice the current number. 

  • Increased congestion on major arterials could result in cut-through traffic in neighborhoods [and] result in a cumulatively considerable contribution to neighborhood intrusion impacts.

So much for environmental benefits!

  • Traffic calming and road diets create congestion. This is beyond dispute: Cars idling in traffic and constantly stopping and going are operating at minimal efficiency. They also produce far more particulate matter (PM) in the form of brake dust, tire wear, road wear, road dust, and overall wear and tear on cars’ moving parts, of which there are thousands.

  • A study of a road diet in the city of Grand Rapids, Michigan, found that overall emissions increased 19.8% during commute times. More Complete Streets mean more congestion and more motorists riding their brakes.

  • A 2020 study by the U.C. Riverside Department of Mechanical Engineering concluded that, “non-exhaust sources, including brake and tire wear PM, have become larger contributors to traffic-related emissions.”

  • Consider the irony: Even as tailpipe emissions become cleaner and cleaner Complete Streets, traffic calming, and road diets are causing spikes in non-tailpipe pollution (which, unlike tailpipe emissions, are not regulated).


WHAT ABOUT EMERGENCY EVACUATIONS?

In the event of emergency you and your family may need to leave your home, fast. And if those roads you are depending on have been “dieted” or “calmed” you are in trouble. Don’t believe the activists pushing Measure HLA who claim that bus only lanes and bike lanes can be used in the event of emergency…they can't.

Have you noticed the concrete curbs poured into right turn lanes, the bollards and concrete medians separating bike lanes that have been springing up all over LA? In the event of an emergency these “calming” features become insurmountable obstacles that will impede a mass evacuation. That is exactly what happened in Sunland Tujunga during the La Tuna canyon fire in 2017.

CD 11 Councilwoman Tracy Park and Los Angeles’ Street Services (which would be reaponsible for implementing Measure HLA) also express concerns wtih HLA!

Park, an avid biker on the Westside, echoed [City Administrative Officer] Szabo's concerns, stating, "This $3.1 billion is going to have to come from other things." She noted that when the City already faces a projected $500 million budget shortfall, spending on Measure HLA requirements would come at the expense of public safety, homelessness, sanitation, and other priorities. According to Park, Measure HLA would cost as much as is being spent annually under Mayor Karen Bass’s Inside Safe homeless housing initiative.”


Even “minor” traffic calming measures – which HLA would accelerate – can have outsize negative impacts

At the intersection of Hollywood and Highland, LADOT installed a “scramble” crosswalk. In this configuration all traffic lights are red and pedestrians can cross in any direction, including diagonally. In the two years following its installation severe injuries at this intersection increased by 14%.
